Just had an email from Silvia after asking for an official comment on the status of SHIV
......................Nevertheless, Silent Hunter IV is an important project for the Romanian studio. For the moment, we cannot disclose information about this project, but we would like to ensure you that we will do our best to meet the fans’ expectations................

If they can't disclose information now, it means that they are still in a very early stage...
Which might mean that they will not finish the game before the end of the year.
