what mods do people use with pacific?

Well, you've got to have the PA sound mods, they change the ambiance of the game dramatically.

I also use the Vickers torpedo wake and secondary explosion mods, as well as a few custom highLOD models.

Other than that, not alot of mods have been made for PA.
