Trouble with doctrine language and probability in SC

Hey guys, im working on a campaign and trying to set up some goal completed events and having trouble.

My main problem is having an AOR appear after the antagonist in the scenario is killed. I have set up that a created object shall happen when the sub is destroyed. For this object i created a dynamic group, AOR, with the oiler included.

When the players sub kills the enemy the radio message and goal completion is succesful, however, one of several things happens to my Oiler with these various probability of group options:

If probability is 100 and min is 0 and max is 0, then it never appears.

If probability is 100 and min is 0 and max is 100, then it only sometimes appears (ive tested like 6 times, varied results)

If probability is 100 and min is 100 and max 100, then its there, everytime, at the begginging of the scenario with or without goals completed.

Any idea what im setting up wrong?
